Autocesta Zagreb-Macelj d.o.o. was founded in 2003 to operate the exisiting Motorway A2 from Zagreb to Velika Ves near Krapina and to construct the northern motorway section from Krapina to Macelj at the Slovenian border as a Concessionary.

The Motorway Concession was granted by the Republic of Croatia to the Company on 11th July 2003. The Company is owned by the Republic of Croatia and by Pyhrn Concession Holding GmbH, an entity of Bauholding STRABAG SE.

The motorway was taken over by the company on 9th August 2004 and at the same time the construction works for the second carriageway in the section Jankomir to Zapresic started as well as the construction of the new Operation and Maintenance Center near Krapina (Velika Ves) and of the northern section holding amongst others 9 viaduct complexes and 6 tunnel complexes. A new closed tolling system was implemented. The measurements are financed by an international group of lenders under the leadership of HVB HypoVereinsbank, Germany, Bank Austria, Austria, HSH Nordbank, Germany and KfW, Germany.
